IGNOU IGNOU, or Indira Gandhi National Open University, is a public distance learning university in New Delhi, India. It was established in 1985 by an Act of Parliament with the goal of providing higher education to all segments of society at an affordable cost. IGNOU is now considered the world's largest university, with over 4 million students.
